…to the carnage of Sept. 11. Neither is our panic, hatred or blind sympathy. If terrorism is to be countered, our understanding of it must go beyond the threat posed by al Qaeda or any other particular terrorist group at the moment. Instead, sober reflection should be prompted as we endeavor to save human civilization from the plague of terrorism. Otherwise, not only will terrorism be ineradicable, but it may also risks becoming unmanageable as well.
