Some people choose to innovate by creating products that are far superior to others, and receive contracts that way. Others figure out ways to scheme contracts as Lockheed did. Either way we should not punish someone for being an innovator, for if we do we are destined to be surrounded by ideas and products that are the best they will ever get!
