Porter's Canadian report, ominously entitled Canada at the Crossroads, argues that Canada is not doing so well in the new competitive environment (Porter, 1991). Five trends indicate underlying weaknesses: low productivity growth, high unit labor costs, persistently high unemployment, lagging investment in skills and technology upgrading, and an unencouraging macroeconomic climate for pro
