Does the Duty of the Government Include taking away rights to ensure safety?

…the tower is not whole. The government must have in mind the people they serve in every decision they make. It must ensure our survival, to keep us from falling into which that our founding fathers broke away from. It has a duty to keep the peace, and fight the wars in our interests. The Government is our Guiding-light, which we ourselves create and it is our Anti-Christ, our greatest creation and our ultimate undoing.
