…you. Or to report your actions. It seems clear to me that we live in a time and a social structure that is fully capable of almost complete observation. The government and many organizations have satellites they can use to look at you. In the time when 1984 was writen such a thing was not even an option. It is conceivable that we have the potential to observe more and clearer then Orwell ever thought possible.
