Although the United States was able to stay true to the Monroe doctrine in having “no permanent friends, only permanent objectives,” they were unable to do so with the Proclamation of 1793. So in theory, The United States was unable to achieve what George Washington had originally stated in his farewell address of 1796, because they had formed ties with other countries.
