According to Article II of the 1948 United Nations Genocide Convention, only the deaths of ethnic minorities can be classified as Genocide while nearly all the acts that took place in Rwanda came under the ‘proper’ distinction of an act of Genocide. This can only lead to the conclusion that the only difference between the two case studies is who the victims were and the international communities’ reaction to the event.
