On behalf of the United States, Secretary Baker was successful in obtaining the Soviet's opposition to the Iraqi invasion of Kuwait and a joint declaration was issued calling for action against the Iraqis. A resolution condemning the Iraqi invasion and establishing an embargo on Iraq was quickly passed through a Security Council at the United Nations.
