There are no scientific grounds per se for banning cloning. Like other things which are possible, not of great consequence to the physical well being of humanity, but generally considered undesirable on moral or social grounds, for example cannibalism, female circumcision and polygamy, the outlawing, qualified or not, of human cloning requires a simple pragmatic decision.
