…that the police are granted. This power to maintain the status quo by any means necessary is in contrast to the frequent responses of oppressed communities to this violence. Lacking such institutional power, oppressed communities rising in revolt and dissent from police violence are labeled deviants, rioters, looters, opportunists, and thieves. Their lack of power in defining their counter violence is in sharp contrast to the power of law enforcement officials to define such things.
